Scientific and Practical Activity
The NCLI carries out scientific research on the new scientific and practical directive of “Legal Informatization”, connected with the development of the state system of legal information, the development of databanks and databases of legal information and informatization of the legal sphere; also introducing modern information and computer technologies, including methodological issues of their scientific and practical application, into law-making and law-enforcement activity.
During the years of its activity the NCLI has conducted scientific and research works on more than 15 directives.
The results of this research are introduced into the state system of legal information of the Republic of Belarus and are widely applied in legal informatization.
A number of applied scientific and research works being conducted by the NCLI are also worth noting.
Among them are works concerning development and improvement of the technology of SDBLI formation, software, improvement of normative legal processing and maintenance of the National Legal Internet Portal of the Republic of Belarus.
In order to organize an extensive discussion of the problems in the field of legal informatization since 1998 the scientific and practical journal "Pravo.by" (previous name - “Problems of Legal Informatization” has been published. Works of the leading scientists and experts of Belarus and other countries are widely represented here.
The Scientific and Advisory Council was created at the NCLI. Analysis, discussion, working recommendations and expert decisions in the field of legal informatization are under its competence.
Leading scientists and experts with scientific and practical work expeience comprise the council.
The NCLI gives a significant attention to training specialists and scientific staff in the sphere of legal informatization and has worked out the training course "Basics of Legal Informatization". Particular attention is paid to the personnel managers, lawyers, economists and other specialists in the sphere of legal informatization, i.e. teaching techniques and methods for using information technologies in the legal sphere.
This course was tested in leading higher education law establishments within the country, as well as at the employees of state apparatus training, who by the nature of their activities have to use databases and databanks of legal information.
In April 2003, within the framework of UNITWIN/UNESCO Chairs Program, the UNESCO Chair in Information Technologies and Law was created at the NCLI.
In 2004 the Site about the activity of UNESCO Chairs in the Republic of Belarus was created.
In 2007 the NCLI has prepared and published the monograph “Legal Informatization of the Republic of Belarus: Formation and Prospects of Development”. In the monograph there are presented modern achievements in the field of computer technologies from the position of legal science, methodical and practical aspects of systematization and the importance of the classification of legal information at forming information resources in the legal sphere. The results of scientific and practical activity presented in the monograph reflect the ten-year history of the National Center of Legal Information of the Republic of Belarus of developing the legal informatization of the republic and forming the single information and legal space in the country.

The introduction of modern information technologies into the legal sphere is impossible without serious scientific and methodological support. Therefore, one of the major directives of NCLI activity is research and scientific and practical activities in the field of legal informatization, which include not only the realization of appropriate research, but also the active practical application of the results.
With the ambition to coordinate scientific activity and to develop of the state system of legal information a Scientific and Advisory Council (SAC) was created in the NCLI, in accordance with clause 15 of Regulations on National Center of Legal Information of the Republic of Belarus approved by the Edict of the President of the Republic of Belarus of October 30, 1998 No. 524, “On Measures on Improvement of State System of Legal Information”.
The main objectives of the creating the SAC are:
- to work out of recommendations on the formation and development of the state system of legal information in the Republic of Belarus;
- to determine prior directives of scientific-research and development projects of the NCLI in the sphere of legal informatization;
- to contribute to the realization of practical measures, promoting an increased level of qualification of scientific staff of the NCLI;
- to contribute to the development of cooperation with domestic and foreign scientific organizations with the aim of effectively using the achievements of legal science and information-communication technologies to forme a single information and legal space of the Republic of Belarus.
The result of the scientific research conducted by the NCLI is the creation of scientific and methodological bases of several concepts in the field of legal informatization. These include automation of Belarus’ judicial system, a state automated system of legal information and others. A number of principles of legal informatization have found their reflection in state policy in the field of informatization approved by the Edict of the President of Republic No. 712 of December 30, 2010 "On Improvement of State System of Informatization of the Republic of Belarus", and also in the Concept of Forming Information Space of the Commonwealth of Independent States, approved by the decision of the Council of Heads of the Governments of the Commonwealth of Independent States.
The NCLI conducts research-and-development activity on many directives, participates in different scientific and practical conferences and publishes articles and monographs.
