Under the third part of the 13^th article of the Election Code of the Republic of Belarus, in order to uniform using of the third part of the 13^th article of the Election Code of the Republic of Belarus, Central Commission of the Republic of Belarus on Elections and Conducting Republican Referenda (hereinafter mentioned as Central Commission) decree:

Clarify that:

1. Deputies of the House of Representatives, members of the Counsel of the Republic of the National Assembly of the Republic of Belarus (hereinafter mentioned as deputies of the House of Representatives, members of the Counsel of the Republic), deputies of the Local Deputies Counsel, agents of candidates for President of the Republic of Belarus, as well as foreign (international) observers have a right to exercise supervision on the sessions of the Commissions of elections of the President of the Republic of Belarus and in voting districts without preliminary notification. Persons referred above are to produce their paper, identifying them, to the Commissions of elections of the President of the Republic of Belarus.

2. Political parties, any other public association, labor collectives of the plants, institutions and organizations or labor collectives of their structural development from their members, as well as voter’s group can assign to the session of corresponding Commission of elections of the President of the Republic of Belarus or to voting district up to one observer, and under the preliminary consent of the commission – even more.

3. Republican head institutions of the political parties, any other public association, can assign their observers to the sessions all of the Commissions of elections of the President of the Republic of Belarus and to election centers.

Local head institutions of the political parties, any other public associations can assign their observers to the sessions of corresponding local and district Commissions of elections of the President of the Republic of Belarus and to election centers.

Elementary structures of the political parties, any other public associations, acting on the territory of the polling district, can assign their observers to the sessions of corresponding local and district Commissions of elections of the President of the Republic of Belarus and to election centers

4. Labor collectives of the plants, institutions and organizations or labor collectives of their structural development, those are situated on the territory of the oblast, district, city, city district can assign their observers to the sessions of corresponding local and district Commissions of elections of the President of the Republic of Belarus and to election centers.

5. Decision about assigning the observers by the political parties, any other public association, labor collectives of the plants, institutions and organizations or labor collectives of their structural development to the session of the Commission of elections of the President of the Republic of Belarus and to election center is made by the head institution or by the meeting of the elementary organization of the political party, any other public association, meeting (conference) of labor collective or meeting of the structural development of the plant, institution, organization.

6. The document about assigning of the observer from the political party, any other public association, labor collective of the plant, institution, organization or their structural development is the protocol or extract from the protocol of the meeting of the head institution of the political party, other public association, meeting of the elementary organization of the political party, meeting (conference) of labor collective or meeting of the structural development of the plant, institution, organization. There must be address, phone number of the head institution of the political party, other public association, plant, institution, organization, date of decision of assigning, name, surname, given name of the observers, indication about his membership of the political party, other public association, labor collective, that have assigned him place of living of the observer, name of the Commission of elections of the President of the Republic of Belarus or number of the election center he assigned.

7. Group of voters can assign the observer, living on the territory of the oblast, district, city district, vote district to the meeting of corresponding local or territorial Commission of elections of the President of the Republic of Belarus or to election center by their petition. When assign the observer to the session of the territorial commission of elections of the President of the Republic of Belarus that petition must be signed by at least 30 voters, living on the territory of the oblast, district, city district, and when assign the observer to the to the session of the voter’s district commission, or to election center – by at least 10 voters, living on the territory of the voter’s district.

The document of assigning of the observer is the petition of the voter’s group, in which name, surname, given name of the observer are indicated as well as name, surname, given name of every of the voters signet that petition.

The documents of assigning is valid when passport or any backup document is produced.

8. Document of assigning the observer to the session of the Commission of elections of the President of the Republic of Belarus, to election center is produced to the corresponding commission, election center at the latest the day before day of the voting.

The observer assigned to the session of the Central Commission, territorial, district commission of elections of the President of the Republic of Belarus, election centers is accredited under the corresponding commissions by making a record in a book of registration of assigning the observers.

9. When observing on the election centers that are created in hospitals and other permanent established medical structure, the observers should respect the prescribed regulations of those structures.

10. Authority of the observer in district commission and election center is over after summing out the results of the voting on the center and in other commission after summing out the result of all elections.

11. The men from the press when lucid preparation and holding of the elections of the President of the Republic of Belarus, can attend on the sessions of the commissions of the election of the President of the Republic of Belarus, in election centers when document of their status is produced.
